You are now in the window where you can apply for the $40. coupon discount. Over the air TV signals will be transmitted in digital instead of analog as of February 19, 2009 and you need to obtain one of those digital-TV-to-analog converter boxes if you plan to keep your analog TV. Broadcasting & Cable's web site produced the definitive FAQ clip on how to apply, the 800 number (1-888-DTV-2009) and all related questions. Note for TV story purposes, now through March 31, 2008 is the application period.
